Almost 74,000 of the 3-lakh elected representatives of local bodies are illiterates. Among them are elected officials who cannot read documents that they sign on, and those who take long to sign their names simply affix their thumb impression. These officials include municipal councillors, sarpanches and gram panchayat ward members belonging to all parties.
These figures were revealed in a survey conducted by the AP adult education department.
The survey did not include MPs, MLAs and MLCs. Mahbubnagar district topped the list with 7,722 illiterate elected representatives. The figures include 6,980 gram panchayat members, 462 sarpanches, 271 MPTCs, 2 ZPTCs and seven municipal councillors. No elected representatives from Hyderabad was found to be illiterate. The definition of literacy, according to the director of adult education, Mr P. Janardhan Reddy, is that a person should be able to read aloud with comprehension, simple passages on a topic related to the interest of the learners at 30 words per minute.
